The article argues that the referendum has evolved beyond the traditional problem of its «embedding» within the parliamentary form of government. Constitutional practice shows that it has become a democratic resource influencing legislation, political equilibria, and relations among representative institutions, social actors, and regions. Through its evolving legal framework and institutional uses, the referendum operates as a form of direct popular lawmaking and as an expression of pluralistic popular sovereignty within the Italian constitutional system.
