Within the framework of the historical evolution of regulations governing publicly owned companies and the broader relationship between the State and the market in managing economic crises, this article examines the role of such entities in light of the provisions set forth in the National Recovery and Resilience Plan (NRRP). The analysis delves into the, at times, contradictory approach adopted by the NRRP regarding the use of this instrument and highlights the unresolved tensions between publicly owned companies, the public interest, and private law.
