In last years the cooperation projects within EU programmes contributed in relevant way to Transition Countries development increasing the interest of scientific communities on the structures and the processes of project management. On this purpose the paper wants to analyze and discuss the role and the organizational implications of IPA programme by considering the experiences of Bologna University in Transition Countries development, emphasizing the governance approach and particularly those of networking to be used on this issue. As it concerns the project governance the paper aims to underline the network structure as a tool to manage the complex of entities involved in the cycle of life of cooperation projects carried out by Bologna University for Transition Countries development, also in connection with the experimentations of the Laboratory of simulation enterprise managed in Forlì Faculty of Economics. The networking can be defined also as a methodology to analyze the structures and the processes of action in project management considering the roles of each unit that takes part to the common framework of the project. The variety of interests of each stakeholder underlines the combination of different orientations that push the system toward an increasing complexity of the governance model. One of the main issue is the conflict of interests that emerges among the Stakeholder of the project and the search of an adequate, effective and efficient tool for the coordination, that in recent times is identified in the network and in the use of ICT.
