The debate on asymmetric federalism has often focused on its financial implications, particularly regarding the sustainability of national public finances and the distribution of resources among the Regions. This work examines these aspects, specifically considering the provisions of the Calderoli law, the ruling of the Constitutional Court in November 2024, and the findings of the Cassese Committee regarding the determination of the Minimum service standards (LEP). Overall, the implementation of asymmetric federalism brings risks to both national and regional public finances due to several critical issues: The lack of national coordination in the financing methods for individual Regions, given the role assigned to Commissioni paritetiche; disparities across Regions in accessing asymmetric federalism due to limitations in regional tax sharing, the failure to implement «symmetric» regional federalism, and the reduction of autonomy in regional taxes; the complexities in determining the standard expenditure needs for the requested public functions.
