This chapter examines the growing role of cities in climate transition processes, focusing on how transition pathways and roadmaps are defined, used and evaluated across different governance levels. It begins with a conceptual overview of these tools, tracing their development and categorising key types. Drawing on recent literature and international reports, the chapter explores their value in guiding decisions under uncertainty, while also discussing some of the challenges linked to their design and application. It then presents a comparative analysis of selected international and European strategies, highlighting strengths and limitations in terms of objectives, scale, and implementation. A specific focus is placed on local contexts, introducing the concept of proximity – social, spatial, political, economic, and technological – as a lens to understand how transition pathways engage communities and respond to local needs. The chapter uses case studies from the GRETA project to illustrate these dynamics and concludes with a reflection on how pilot initiatives can be integrated into long-term policies to support more inclusive, effective and lasting urban transitions.
