Il New Deal come State Capitalism: lo Stato del Labor e la libertà del e dal capitale

Starting from the contemporary debate on State Capitalism, this essay investigates this category in the New Deal. It was not only used by business and political associations that fueled a new conservative discourse against the state and labor. It also emerged in scientific and Marxist literature that discussed the liberal or totalitarian character of the New Deal. This debate expressed the changed relationship between capital and labor: workers’ action within the state to determine the conditions of production and social reproduction, and state intervention for the constitutional inte-gration of the working class to ensure the valorization of capital. By showing this dual movement, the category State Capitalism outlines the political conditions of the class struggle that marked the New Deal. Its historicity also allows us to show how the constitutional order of the Twentieth Century, which neoconservatism and neoliberalism have failed to completely dismantle, is at stake in the United States today.

Partendo dal dibattito contemporaneo sul capitalismo di Stato, il saggio indaga la categoria State Capitalismnel New Deal. Essa non solo era impiegata da associazioni imprenditoriali e politiche che alimentavano un nuovo discorso conservatore contro Stato e Labor. Emergeva anche nella letteratura scientifica e marxista che discuteva il carattere liberale o totalitario del New Deal. Questo dibattito esprimeva il mutato rapporto fra capitale e lavoro: l’azione operaia dentro lo Stato per determinare le condizioni della produzione e riproduzione sociale, e l’intervento statale per l’integrazione costituzionale della classe operaia al fine di assicurare la valorizzazione del capitale. Mostrando questo duplice movimento, State Capitalismdelinea le condizioni politiche della lotta di classe che segnava il New Deal. La sua storicità consente inoltre di mostrare come oggi negli Stati Uniti sia in gioco l’ordine costituzionale del Novecento che neoconservatorismo e neoliberalismo non sono riusciti a smantellare completamente.
