The reactionary legal culture of Modena developed within the framework of the political and legal concepts promoted by Francesco IV (and later Francesco V) of Austria-Este, including his institutional and substantial reforms of the University of Modena and its law courses. Among the numerous jurists who will be mentioned here (first and foremost Giambattista Veratti, Francesco Scozia, Marco Antonio Parenti, Bartolomeo Veratti, and Giuseppe Lugli), some of them proved particularly active in developing a counter-revolutionary political and legal culture, through university teaching, the Academy of Sciences, censorship commissions, scientific journals and magazines, and political and judicial offices.
