In early 2024, the European Commission published a new Market Definition Notice, replacing the original document from 1997. This update responds to the need to adapt the Commission’s guidance to market realities, especially in the face of increasing digitalisation and new ways of offering goods and services. Against this background, this paper examines the review process of the Notice, focusing on the new features introduced to address the specificities of digital markets. To this end, it analyses the different stages of the process, the documentation generated and the contributions of stakeholders, with the aim of understanding the initial intentions and the results finally achieved.
