Privatização e regionalização dos sistemas de saúde da Itália e de Portugal

Through a brief introduction tracing the origins of the Italian Healthcare System and its founding principles, the document will address the era of reforms driven by the rationalization of public spending. It discusses the transformation of the Public Healthcare System and Hospitals into corporations (known ASLs). Within this context, it also analyzes the role of facilities, staff, the changing role of doctors, and the importance of regional systems in managing the vast organization that is the Italian National Health Service. Finally, during the Covid era, we will explore the changes that occurred, which, however, did not alter the corporate system established earlier. The document concludes with a phenomenological comparison with the Portuguese National Health Service, aiming to identify similarities and differences.
