Nowadays, public transparency has become a general principle according to which the administrative bodies are obliged to guarantee the visibility, knowledge and understanding of their activity and organization, while the right of access to public information is considered a fundamental human right. In Italy, and also in other European countries, access to information has suffered a slow metamorphosis and, from a fundamental human right, has gradually become a tool to fight corruption that only indirectly satisfies the citizen's right to know.
