The article critically and thoroughly addresses issues relating to the application, in the Italian criminal justice system, of EU Directive 29/2012 on victims' rights, particularly with regard to the practical and cultural difficulties of the rules concerning the implementation of restorative justice practices. The article argues that only the establishment, and therefore the strengthening over time, of a genuine 'culture for victims' in that country will ultimately limit, if not completely eliminate, the obstacles to such concerted application and the numerous misunderstandings associated with it today.
