Il diritto allo studio universitario in Italia: un quadro attuativo disuniforme

In 1991, Italian legislation established the principle of «uniformity of treatment» in student support policies, but its implementation varies significantly across regions. Economic thresholds for accessing grants differ from region to region; in some regions, all eligible students receive a grant, while in others they do not. Regional disparities also affect housing availability and the provision of catering services. The main reasons for these discrepancies are twofold: the coexistence of two governing authorities – State and Regions – without a clearly defined allocation of responsibilities; the involvement of numerous entities managing interventions, with no national-level coordination.
