The essay analyses the recent reform of European fiscal rules and its differences compared to the old Stability Pact, taking into account the modified context of the European economic and geopolitical crisis dictated by the pandemic, inflation and war. The argument is that, despite the Next Generation Eu and the new ReArm Eu programme, the European fiscal rules certify a line of continuity with the old European economic order based on austerity, “governing by numbers” and non-intervention by the public powers in the economy. The proposed alternative is that of a radical reform of the Treaties to design a new social pact in Europe and a democratization of political-economic relations.
