This essay analyses, from a legal point of view, the theme of multi-level governance as an implementation paradigm of the National Recovery and Resilience Plan (PNRR), adopted on the basis of the NextGenerationEU programme, focusing on the growing and central role assumed by the State, within a disaggregated administrative organisation. The essay analyses the mechanisms by means of which it was intended to guarantee a preordained structure for the implementation of the PNRR with a centralisation in the hands of the state level and a marginalisation of the role of the territorial autonomies, the provision of clauses of substitutive power, of monitoring and control instruments and of the strengthening of administrative capacity. The implementation of the PNRR represents, in fact, a general test of resilience, or rather of the overall capacity of the institutional and, in particular, administrative set-up to implement precise political guidelines, with regard to policies of social and territorial cohesion, development and economic growth with the implementation of projects financed by European resources.

Abstract
