Cities have an increasingly important role in the fight against climate change, although this is a topic foreign to that does not correspond to the functions of local authorities. More and more often, European institutions dialogue with cities and turn to them to attempt solutions (e.g. Mission 100 Climate neutral and smart cities by 2030). To address these complex problems, a participation tool is making its way, already tested in the past for other issues - the citizen assembly - and adapted today to a global issue such as the fight against climate change and the energy transition. The essay will analyse some foreign and Italian experiences of Citizens’ Assemblies on Climate Change, and will focus on the cases of Bologna and Milan to end with some reflections on the impact of this institute on new legal categories.
