Can the current international system provide sufficient protection for individual freedom in a globalized world? This article aims to show that only a legitimate international system could offer such protection. However, the current international system lacks legitimacy because it is com- posed of a large number of non-representative states that dominate their people. Consequently, this paper analyzes the possibility of international interventions as a means to transform non- democratic states into democratic ones, based on the distinction between dominating and non- dominating interventions, according to whether the freedom as status is compromised, and in turn between interventions that strengthen and weaken global democracy.
