Multilingual Logical English for Double Taxation Conventions

This paper presents the development of the NILDE research project, with the modelling of a logic rulebased system in the legal domain of double taxation. The translated legal provision is the French-Italian Convention against double-taxation, and it is modelled in Logical English, a controlled natural language layer to Prolog. In particular the rules will be written in Italian, as is the source text. This paper will present the challenges that arise when modelling a computable version of legal norms, and how Logical English can assist in this task. Furthermore the possibility of building expert system accessible in multiple languages will be presented, as a way of lowering the barrier of entry for citizens.
