The article discusses the concept of “quality of education and training” in comparison with that of “cultural sustainability”. It proposes artistic historical and cultural formation as the ground of their intersection in the perspective of the rights to culture. In artistic historical and cultural formation the author includes education in art music as a cultural right to be promoted in childhood, with reference to both the pre-primary (0-6 years) and primary (6-10 years) segments. The reflection problematizes the general absence of musical pedagogical and didactic models with a historical and cultural basis, also in an international perspective, highlighting some general reasons. Finally, the article proposes a musical educational model that is possible from very early childhood. It is on the pedagogical level aimed at educating to understand music in history and culture and on the didactic level centered on art music and on listening education, that is on “knowing”, also integrated with “making” music, as well as with the historicization of musical contents. Artistic musical education with a historical and cultural background thus contributes eminently to promoting the quality of education and training and therefore cultural sustainability.
