This chapter proposes an interpretation of the strategies used by territorial actors to implement the minimum income measure within pre-existing institutional and organizational structures. The focus is on the organizational dimension, while more specific aspects are analyzed in other chapters. This involves examining the implementation of the Citizenship Income (rdc) in terms of potential changes, as well as any inertia, continuity, or resistance, taking into account both the national legislation and existing organizational structures.
