This chapter illustrates the close synergy between the goal of ecological transition and the need to reprogramme European economies following the pandemic crisis. In the National Recovery and Resilience Plan, this correlation is emphasised with regard to both the quantitative and qualitative constraints placed on investments and the principle of not causing significant damage to the environment. In light of the great importance attributed to the contribution of economic activities to the protection of the ecosystem, the analysis focuses especially on the transformative role of the circular economy as an economic-legal paradigm capable of supporting the emergence of a new model of public intervention with a strategic character.
