The so-called "key competencIes" represent a measure of human capital and a perspective on which policies have built the education and training system in the last twenty years. The Capability Approach framework can interpret these data as an increase in inhuman development (Ul-Haq; Sen) and inequalities (Sen; Chiappero-Martinetti; Burchardt & Hick). The correlation with the territories' educational, social, and economic poverty is evident (Unterhalter; Vaughan).
