This chapter illustrates the action-research process based on the “value cycle”, that was implemented by a confederation of thirteen HE institutions (IUS), operating in seven states of Latin America, in order to respond to the new HE scenario in the 21st century. A new profile for teaching, administrative and human resources staff was defined through this process.
