This chapter argues that it is possible and necessary to talk about processes of constitutional morphogenesis. Morphogenesis is a socio-cultural cycle, whereby a given institutional and cultural structure gives rise - through cultural and structural interactions activated by societal actors - to new forms (morphogenesis) or which maintains the old ones (morphostasis). This process is contingent upon a plurality of variables, with nothing to be taken for granted. It is theorized that at the centre of this process there are two connected problems: the recognition of a real polity, and its self-governance framed in a constitutional way.
