This volume presents the research carried out within the project "The Community of the Future: socio-occupational inclusion interventions for the orphans of Shkodra" (project number: AID10950), a three-year project promoted by the NGO ACLI IPSIA, in collaboration with several partners (including: University of Bologna, University of Shkodra, CODE Partners, SHIS, Shkodra Municipality, Lybra Cooperative), and financed by funds from the Italian Agency for Cooperation and Development, in the territory of Shkodra. "The Community of the Future" is an initiative that intends to fit within the process of deinstitutionalisation and decentralisation started in Albania with the 2005/8 Social Law , and, more generally, within the Albanian national development strategy that emphasises investment in human development and social cohesion, with particular attention to the protection of children and young people living in disadvantaged contexts and situations. The overall objective is to promote the social inclusion of orphaned children and young people in Shkodra, through: the creation of certified training paths for social workers; the creation of a Residential Educational Community for 8 orphans; the improvement of the knowledge and skills of orphaned young people; and the inclusion of orphaned young people in employment paths. This study, planned for the first year of the project (1/04/2017-1/04/2018), was carried out between September 2017 and January 2018. The main objective of the research is to identify the needs of the users of residential services for orphans and the training needs of social workers working with this target group. The results collected are intended as an active tool available to the territory, in particular to the municipality and the university (but also to local and international organisations working in the area), a reference point from which to think and set up interventions to strengthen and improve residential services.
Il volume presenta la ricerca svolta all’interno del progetto “La Comunità del futuro: interventi di inclusione socio-lavorativa per gli orfani di Scutari” (numero di progetto: AID10950), un progetto triennale promosso dall’Ong ACLI IPSIA, in collaborazione con diversi partner (tra i quali: Università di Bologna, Università di Scutari, CODE Partners, SHIS, Comune di Scutari, Cooperativa Lybra), e finanziato dai fondi dell’Agenzia Italiana per la Cooperazione e lo Sviluppo, sul territorio di Scutari. “La Comunità del futuro” è un’iniziativa che intende inserirsi all’interno del processo di deistituzionalizzazione e decentramento avviato in Albania con la legge sociale del 2005/8, e, più in generale, all’interno della strategia nazionale di sviluppo albanese che sottolinea l’investimento sullo sviluppo umano e sulla coesione sociale, con una particolare attenzione alla protezione dei bambini e dei giovani che vivono in contesti e situazioni svantaggiate. L’obiettivo generale è quello di favorire l’inclusione sociale dei bambini e dei giovani orfani di Scutari, attraverso: la creazione di percorsi certificati di formazione per gli operatori sociali; la creazione di una Comunità Educativa residenziale per 8 orfani; il miglioramento delle conoscenze e delle competenze dei giovani orfani; l’inserimento di questi ultimi all’interno di percorsi lavorativi. Questo studio, previsto per il primo anno del progetto (1/04/2017-1/04/2018), è stato realizzato nel periodo compreso fra settembre 2017 e gennaio 2018. Obiettivo principale della ricerca è quello di individuare i bisogni dell’utenza dei servizi residenziali per orfani e i bisogni formativi degli operatori sociali che lavorano con questo target. I risultati raccolti si pongono come strumento attivo a disposizione del territorio, in particolare del Comune e dell’Università (ma anche delle organizzazioni locali e internazionali che lavorano in loco), punto di riferimento dal quale partire per pensare ed impostare interventi di potenziamento e miglioramento dei servizi residenziali.
