Megacity regions (MCR) created a big urban transformation, which allows a new critical per- spective concerning public services and manage- ment measures. The evolution of the MCRs in Europe implies a critical reflection on the social sustainability of the model. Furthermore, in rela- tion to the UN indications within the 2030 agenda and the Rio de Janeiro agreement in 1992, citizen participation can be a new tool for supporting local decisions. The composition of a megaregion made up of a constellation of urban or metropol- itan centers suggests a new approach in the design of the transport network on the territory. A regional development model that can integrate participation in planning processes will be able to respond in a timely manner to sustainability agreements.
