This chapter focuses on the instruments established at EU level for preventing, being prepared against and respond to CBRN-related terrorist threats. The first section describes the EU approach to CBRN threats by starting from an overview of the strategy against CBRN threats as a mirror of the division of competences between the Union and the Member States in the counter-terrorism domain. Then, the opportunity of envisaging specific obligations of prevention, preparedness, response and recovery upon the EU Member States is explored by examining relevant secondary law acts whose material application can be extended also to CBRN threats and read in conjunction with the soft instruments of the EU CBRN counter-terrorism strategy. The final part is dedicated to the initiatives of international cooperation for the management of CBRN-related terrorist threats as evidence of the close link between the internal and the external dimension of security at the EU level.
