The German unification encouraged new reflections on fundamental rights. The unprecedented historic event started a debate on which interpretation to give to the new constitutional process opened in Germany and, from there, on the extents of rights, the purpose of State and, finally, the very meaning of “democratic constitution”. However, this mostly occurred at a Länder rather than at a federal level.
