The COVID-19 pandemic caused serious consequences to the air transport sector and, in general, for the European mobility. If compared to the same period of last year, there is an 80% reduction in flights and a 75% reduction in airports operations. As around 50% of air freight is carried in the bellies of passenger aircraft, the reduction in passenger traffic has led to a significant drop in air cargo capacity. In order to deal with these circumstances, on 13 May 2020, the European Commission issued Guidelines on the various support measures that Member States may use within the exceptional context of the COVID-19 outbreak. The measures shall in any case be compliant with the EU rules on State aid and Public Service Obligations (PSOs).
