The "convergence ethic” that dominates the understandings of the EU’s external action finds a specific manifestation in the area of international investment law. This chapter suggests that, while international investment agreements (IIAs) may function as instruments of convergence, the nature of this convergence is problematic – and so is the EU’s relationship with IIAs.
