Article 28 – which is analogous to Article 38 referring to qualified certificates for electronic seals – lists the necessary requirements of qualified certificate by referral to Annex I. According to paragraph 2, it is forbidden to establish further mandatory requirements. However, according to paragraph 3, additional specific attributes can be requested at a national level, although not compulsory, when they do not affect the interoperability and recognition of qualified electronic signatures. Paragraphs 4 and 5 regulate the revocation and suspension of certificates. Finally, paragraph 6 delegates the Commission to determine, by means of implementing acts, reference numbers of standards for qualified certificates for electronic signatures. Compliance with those standards enjoys the presumption of conformity with the mandatory requirements laid down in Annex I.
