There are three major elements of interest in this case history: • it is a county entity, and this can help understanding how relationships between different level of government administration work in the area of cultural heritage on current issues; • the entity performs a variety of tasks, from a general one of preservation, to more direct involvement in managing a museum; • Yanshi provides an example of a developing heritage area: important archaeological discoveries in the recent past will probably give rise to one or more archaeological sites. In this sense, relationships with higher level of the administration can be understood in such a context of development issues (establishment of new archaeological parka/entities/responsibilities).
