In this contribution a brief outline of the character of the city of Ravenna is sketched on the background of its history from the 1st to 5th century AD. The attitude of the city towards the sea changed with the end of the maritime supremacy of Rome during the second half of the third century. Ravenna became the seat of the imperial court because the main aim was to control Italy, disregarding the Mediterranean. Paradoxically, the choice of Ravenna as the seat of the Emperor of the West was due to the weakness of this city in comparison with Milan or Aquileia.
