The possibilities of establishing both democratic and more efficient regime that would be suitable for the deeply divided, post-war society in Bosnia and Herzegovina, depend on internal political forces and on the incremental European integration processes. The key argument states that there are increasing opportunities to improve the existing constitutional power-sharing model in Bosnia and Herzegovina by introducing a multilevel and subsidiary institutional cooperation, both within the country and in its relation with the EU. The European integration can provide the external impetus, but the lack of internal pressure for efficiency and rule of law hinders the development of multilevel logic of governance.
