Arts organizations and the transformation of the public sector

The debate on heritage management often tends to forget that the functioning of museums, archaeological areas and monuments is highly intertwined with that of public administration, either at the national, regional or city level. Public funding is not the only reason behind this: even more importantly, the connection is due to the fact that public administrations own cultural organizations in most parts of the world.
