It is our great pleasure to welcome you to the Second IEEE International Workshop on Emerging COgnitive Radio Applications andaLgorithms (CORAL 2013), held in Madrid on June 4, 2013, in conjunction with the IEEE WoWMoM 2013 Conference. We have a great technical program lined up on this fast emerging and potentially disruptive field of Cognitive Radio, bringing together researchers, practitioners, and students from both industry and academia. We are excited to have a forum facilitating the cross-pollination of ideas from both theoretical and practical perspective, and look forward to have your participation and feedback. Confirming the success of the first edition held in 2012, this year’s CORAL Workshop has attracted 38 submissions from authors of 27 countries, which testify the worldwide domain of interest of CORAL. A highly selective review process has allowed to include 10 accepted papers, realizing a very high technical quality of the workshop program and the final acceptance rate at 26%, even more competitive than last year's acceptance rate of 33%. The program includes three technical paper presentation sessions, that address important areas of cognitive radio application and algorithms, including spectrum sensing, sharing, and various network architectures that facilitate spectrum access. The accepted papers also reflect key efforts, both from the viewpoint of governmental regulations as well as privacy concerns, which are emerging as important boundary conditions in the future design of cognitive radio networks. This year's program will be also introduced and enriched by a very distinguished Keynote Speaker, with his focused and provocative speech: Keynote speaker: Prof. Petri Mähönen (Institute for Networked Systems at RWTH Aachen University, Germany) "Looking Future in Rearview Mirror: is there Spectrum Scarcity?". We believe that the keynote and the workshop program will be an excellent opportunity to exchange ideas, and these opportunities will be provided as well in additional interaction forums for the attendees. We certainly hope that new directions will emerge from this year's workshop discussions, that will continue to define and re-shape the scope of the CORAL workshop moving forward to the future editions. We are pleased to announce that this year's CORAL workshop will include two awards: an overall Best Paper Award (BPA) certificate that recognizes team achievements merit, and a Best Student Paper Award (BSPA) which recognizes and supports PhD students' contribution merit with a certificate and a cash reward through the generous support of our sponsors IEEE and IEEE TC on Simulation (TCSIM). The 2013 BPA and BSPA will be announced at the end of the workshop day. Moreover, we announce here that the 2012 edition of the Best Student Paper Award (sponsored by the IEEE TCSIM) went to: Chihkai Chen (PhD student, UCLA, USA) with co-authors Ralph Hudson (UCLA, USA), Kung Yao (UCLA, USA) for their paper "Modeling and Theoretical Performance Analysis for Dynamic Spatially Distributed Energy-based Spectrum Sensing in Cognitive Radios over Shadowed Fading Channels in Public Safety Networks". The organization of CORAL is a team effort. We really want to thank all the people who helped us in this organization, including all the WoWMoM Chairs and specifically the WoWMoM Workshops Chairs and the WoWMoM publicity, publication, local arrangements and registration chairs. We thank Prof. Petri Mähönen for having accepted to keep the keynote talk.
