The paper refers to the Resilience Management in Local Authorities after extreme emergencies. The extreme emergencies that can concern both natural catastrophes and those ones caused by man, ask the maintenance by Local Authorities, mainly expressions of Self Government, of a recovering functioning system of life levels and of the local network with particular regard for personnel and his training.
