In this chapter the authors focus on the evaluation of cultural policies as direct intervention, by applying the framework described in the introduction to the section to the Bologna case study. The analysis investigates the evolution of ten years of cultural policies in Bologna after its nomination as the European Capital of Culture for the year 2000. The focus is on their internal consistency over the decade, at least in rhetorical terms, and on the actual resources allocated to implement the stated policy aims. This allows to address the potential disconnections between policies and practices.
