This paper means to present the methodological framework that NGO in Albania, Italy, Russia and U.K follows in defining its vision, strategy and the linking of objectives to resources. It also shows the structures devoted to this purpose and the process that they follow in defining the main action patterns controlling outcomes and strategies in a vision of adequacy , feasibility and sustainability of organizational policies.
