This chapter presents the use of National-cultural autonomies in the Tomsk Oblast after the falling apart of the Soviet Union and discusses their actual role in the overall management of diasporas in the region. In the first paragraph, it introduces the legal and political framework which brought to the re-introduction of National-cultural autonomies in the Russian Federation after the end of the Communist experience. In the second paragraph, it describes the experience of National-cultural autonomies in the Tomsk Oblast, their structural organization, functions and relations with the local state institutions. The third concluding paragraph draws a set of considerations of nowadays National-cultural autonomies’ capacity to serve as means for diversities management in the Russian context.
