A great fluidity marks the institutional framework in Europe after the fall of the Berlin wall. Unexpected, radical – and sometimes violent – changes in the geopolitical balance of the European continent occurred during the last decade of the 20th century and are still affecting the State control over territories, the preexisting political and social links. Painful social and cultural transformations, connected to the expansion of market economy and democratization, have characterized the post-socialist transition. Moreover, the successful widening, and the controversial deepening, of the EU had to cope with the dramatic economic and financial crisis from 2008 onwards. Far-reaching consequences have been generated since then, and their implications concern further transformations of institutions, patterns of dependency and interactions, people’s mindset, as well as interpersonal relations across borders. In this perspective, the development of affirmative policies at the urban and local level, in coordination with the Universities, will better equip the public administrations to meet positively the social demands of civil society and entrepreneurship. In doing so, a powerful “knowledge triangle” will be stimulated, giving more effective and adequate tools to the whole society, while facing the dramatic challenges of our burning times.
