This chapter compares the EU strategy of democracy promotion in the framework of the Barcelona process with the same strategy in the context of the recently launched European Neighbourhood Policy. In the second part, the case study of EU-Morocco relations is analyzed in order to assess whether it is possible to talk of a new European pressure for democratizaqtion in the southern Mediterranean.
