This chapter focuses on the main reasons of the EU's failure to promote democracy in Eastern Europe and the Caucasus. The research question - why the EU's activity of democracy promotion did not favor the transformation of European former soviet countries into democracies - was developed into three more specific questions: 1) what went wrong with EU democracy promotion activity in this area? 2) what were those domestic and external actors and factors that prevented, in each specific country, a successful democratization? and 3) is it possible to democratize the area without the promise of EU membership?
