Tourism is not only vacation. The tourism industry is one of the world’s largest industries, and it is clearly of great significance to developing countries. But is it important in those countries with the highest proportion of poor people? Can tourism benefit the poor? How can tourism improve global citizenship? Although there is something contradictory in viewing the refugee camps through an analysis of tourism the paper explores the potential contribution of “pro-poor tourism” or “justice tourism” in the saharawi refugee camps, Algerian desert. Focusing on the relationship between global inequality and responsible tourism, the paper analyzes a community-based project to formulate and implement a code of ethics for travellers in the saharawi refugee camps, arguing that tourism can play an important political and ethical role to claim international justice and respect for human rights.
