The following outlines a four year plan for the planning and development of a high Reynolds number, long pipe flow facility for detailed turbulence measurements to provide a focus of activity for leading international researchers in the field of wall-bounded turbulent flows. The facility is intended for at least ten years of basic research on high Reynolds number turbulence. The designated location at the tunnels at the "Ex Industrie Caproni" site in Predappio, Italy, in coordination with the Universita´ di Bologna at Forli´. This proposal aims at providing funding for planning, preliminary design, measuring technique jamboree and design workshop, as well as experimental courses for undergraduate and graduate students connected to the experiment. The focal point for these initial activities will be at KTH Stockholm who has an extensive experience in flow apparatus design and measurement techniques.
