Reference: EuropeAid/131258/C/ACT/Multi Title:Energy 4 Eastern Mayors Coordinator: UniBo-DICAM nr of partners: 8 from Belarus, Moldova, Ukraine, Lithuania, Bosnia, Italy. Specific objective of the project is to create permanent “CoM coordinators” for the promotion and assistance to the development and implementation of SEAPs in three ENP-East countries: Ukraine, Moldova and Belarus The overall project objective is to support the development and implementation phase of the Sustainable Energy Action Plan in selected cities and towns, after having signed the Covenant of Mayors (CoM). Specific objectives are: 1) To make the CoM an attractive option for the Municipalities of the three ENP-East countries; 2) To improve the knowledge of the EU good practices (GP) in the three ENP-EAST countries; 3) To improve the knowledge and capacities of the NGOs operating in the three countries in the assistance to Municipalities for CoM implementation; 4) To provide leading examples of BEI and SEAPs for the further diffusion of the CoM in the three countries; 5) To provide leading examples for Action planning and implementation in the three countries; 6) To ensure that the three NGOs are capable and motivated in assisting other cities in the SEAP development. The main target group are elected and functionaries of Municipal Administrations in Ukraine, Belarus and Moldova. Secondary target group are the technical local actors in the building sector (professionals). The estimated results are : 1. 18 cities signing the CoM in three ENP-East countries (+ 78 %). 2. To supply a portfolio of Actions for the SEAP to be developed. 3. Increased capacity of developing SEAPs and to plan actions. 4. Increased number of SEAPs developed in the three countries (from a few units to 26) 5. Improvement of energy services and facilities producing energy and cost savings for dwellers. 6. A widespread knowledge of the project results disseminated in the area. The main project activities are: 1.Promotional actions directed to Municipalities 2.Presenting GP from EU cities having developed their SEAP. 3.Training activities towards the partner NGOs, on BEI and SEAP. 4.Assistance to the definition of the Baseline Energy Inventory (BEI) and SEAP development. 5.Financing and implementing pilot actions in the three partner towns, involving the technical local actors in the dwelling sector. 6.Disseminating the achieved results and assuring the future sustainability of the SEAP assistance.
