In this introductory chapter we review in a very brief and stylised manner the main changes that have taken place over the last decade in advanced welfare states. Second we consider some interpretations of the changes that have been put forward. Third we deal suggest ways in which the observed development represent a challenge for theory. The last section presents the book outline.
