The consensus is possible as long as all "war-related" issues, and the implicit risks, are not mentioned or, at least, not much emphasized. This is a convenient and "positive" result for politics, but it may entail serious consequences for Italian troops in the field. The chapter also explains why it would be practically impossible to adopt a different solution for such situation
