The article analyzes the formation of the campaign for the 2009 electoral referendum in 2007. It analyzes the prospects for electoral reform as linked to different models, preferences and strategies which were often far from clear and univocal not only within each coalition, but also within individual parties. The chapter also looks at how the various projects put forward during 2007 all came to a standstill amidst a climate of mutual distrust among the main political parties and, in the second half of the year, the issue became intertwined (and further complicated) with the creation of the new Partito Democratico (Democratic Party – PD)
