This chapter explores Cesena’s efforts to achieve climate neutrality and resilience through the sustainable management of the Savio River. Historically intertwined with the river’s ecosystem, the city faces challenges such as flooding - exemplified by a major 2023 event -while striving to balance hydraulic safety, biodiversity, and urban development. Using the NEB Impact Model, the chapter assesses stakeholder dynamics and local sustainability practices across key dimensions: climate resilience, water and land use, open space quality, and civic participation. While Cesena has made progress in environmental and socio-cultural governance, gaps persist in circular economy integration, cultural sustainability, and legal-economic frameworks. The analysis underscores the need for a participatory, nature-based solutions approach to strengthen multi-stakeholder collaboration and community empowerment. By addressing these challenges, Cesena can advance its vision of a climate-neutral river-city, ensuring long-term ecological and socio-economic resilience.
