Functional newly born institutions created by the US after World War II helped channel American aid and ideas to Italy, providing an important contribution to postwar recovery. The Marshall Plan, announced in 1947 and in operation from April 1948 to December 1951, based its effort in Europe upon two fundamental institutions: the Organization for European Economic Cooperation (OEEC) and the country-based offices of the European Cooperation Agency (ECA) both entrusted with the role of supervision of the aid program. A third institution was created at the beginning of the 1950s to fill the European productivity gap: the European Productivity Agency (EPA), again a country-based structure aimed at spreading the concept of mass production in each country.
